Call for Tenders - ‘Separated Children Guardianship in Scotland Pilot’ Evaluation


Tenders are invited for an independent evaluation of the ‘Separated Children Guardianship in Scotland Pilot' to be undertaken by Aberlour Childcare Trust and Scottish Refugee Council. The pilot is a 30 month project to deliver a system of guardianship for ‘separated children', and is funded by The Scottish Government and The Big Lottery Fund. The high level outcomes are to provide a significantly improved experience of the immigration and child welfare process for separated children, and to develop an inter-agency child-centred model of guardianship (that can inform future provision both within and outside Scotland). 

The purpose of the evaluation is to assess the progress towards the two outcomes, and to draw out lessons that can be shared externally to inform policy decisions.  The evaluation will therefore be formative, so that learning can be shared externally throughout the pilot, as well as through the final report produced at the end. The Evaluation will be funded by The Diana, Princess of Wales Memorial Fund.

Shortlisted applicants will be invited to interview on Friday 09 April 2010 at the Children, Young People and Social Care Directorate Scottish Government, Victoria Quay, Leith, Edinburgh. The project to be evaluated is scheduled to start in July 2010 and the successful candidates will be expected to start work as soon as possible after selection.
